DIRECTOR OR PROTECTIVE SERVICES
The County of Minburn No. 27 invites applications for the position of Director of Protective Services. This position requires a highly-motivated individual with a background in fire protection services. Reporting to the County Manager, this position provides direction to council and staff related to all aspects of fire protection within the County of Minburn.

Primary responsibilities include:

  • Attend to fires and other emergency situations in the County when required.
  • Complete fire investigations and submit findings to the Office of the Fire Commissioner.
  • Prepare annual Protective Services budget.
  • Establish and maintain applicable bylaws related to fire protection.
  • Complete fire inspections as per the County of Minburn Fire QMP.
  • Issue fire permits and fireworks permits.
  • Issue and enforce Fire Bans.
  • Assist with the training of fire fighters.
  • Assume the role of Director of Emergency Management (DEM).
  • Manage the County of Minburn Municipal Emergency Plan.
  • Manage all aspects of the County of Minburn Bridge program.
  • Manage the County of Minburn Health and Safety program.

The ideal candidate will have:

  • NFPA 1001 Level 2 certification.
  • Safety Codes Officer in the fire discipline.
  • Fire Cause and Determination experience including the completion of fire reports.
  • Emergency Management experience.
  • Several years’ experience as an active member of a fire department with increasing level of responsibility.
  • Graduate of an approved Emergency Medical Responders Program.
  • Possess and maintain valid Class 5 or higher Alberta Vehicle Operators License with air brakes endorsement.
  • Demonstrated Incident Command knowledge and experience at fire incidents.
  • Knowledge of applicable Federal and Provincial legislation.
  • Knowledge of Health and Safety and willingness to obtain AMHSA certification.
  • Willingness to obtain Class B Bridge Inspector certification within one year.
  • Strong verbal and written communication skills.
  • Detail-oriented, strong time management skills and problem solving skills and the ability to multi-task.
  • Proficient computer skills including Microsoft Outlook, Excel and Word.
  • Post-secondary diploma/degree in Business or other related field would be an asset.

MUNICIPAL SERVICES CLERK
The County of Minburn No. 27 invites applications for the position of Municipal Services Clerk.  This position requires the exercising of independent judgment based on the knowledge of Public Works and Agricultural Service Board functions.  Reporting to the Director of Finance and Administration the Municipal Services Clerk provides administrative support for the Superintendent of Public Works and Director of Agriculture and Utility Services.

Primary responsibilities include:

  • Receptionist duties: respond to telephone calls, two-way radios, direct messages to appropriate personnel, prepare memos, reports, agreements, letters as directed;
  • Accounts Payables: issue purchase orders for office /shop supplies; prepare invoices for payment;
  • Payroll: compile packages for new employees, prepare letters of offer, review/check daily timesheets;
  • Cash Receipts: issue receipts for equipment rentals, course registrations, product sales, other;
  • Maintain Inventory control system for all parts, repairs, culverts, signs, etc. Prepare yearend inventory reports for Auditors;
  • Preparation of monthly reports for Council meetings;
  • Preparation of work orders for all equipment and vehicles;
  • Maintain fuel inventory: order fuel, issue pin numbers, encode internal prokeys, download Fuelmaster reports and enter fuel usage into work orders;
  • Maintain vehicle and equipment listings, advise Office Clerk regarding insurance changes for equipment additions and disposals;
  • Allocation/distribution of keys;
  • Communicate with landfill operators weekly to document number/size of bins picked up; arrange with contractors for pickup of tires , paint, electronics, appliances from landfill sites;
  • Attend safety meetings, record minutes;
  • Prepare easements and Alberta 1st calls;
  • Other duties as assigned.

The ideal applicant will have:

  • High School Diploma with considerable progressive responsible administrative experience. A related diploma or certificate in office administration is preferred;
  • Excellent Microsoft Office computer skills – Outlook, Word and Excel;
  • Familiarity with Bellamy software is desirable;
  • Strong customer service skills;
  • Detail-oriented, strong time management, communication and problem solving skills complemented by the ability to multi-task.

ADMINISTRATIVE SUPPORT 
Full Time Maternity Leave Position – One Year Term
The County of Minburn No. 27 invites applications for the position of Administrative Support.  Reporting to the Director of Finance and Administration the Administrative Support position represents an integral member of the County of Minburn No. 27 Administration team.  This position offers a challenging and rewarding career in municipal governance.

Primary responsibilities include:

  • As the first point of contact with customers you will be responsible for accepting payments, handling inquiries and directing them appropriately;
  • Respond to all telephone calls and direct them to appropriate departmental personnel;
  • Respond to all verbal and written requests for purchase of land ownership maps, aerial photographs, tax/assessment information, etc.;
  • Receipt all revenue including telephone/internet banking payments, direct deposits;
  • Cash out/cash reconciliation daily/as required;
  • Administer petty cash fund;
  • Administer records retention according to policy;
  • Allocation/distribution of keys;
  • Maintenance of central office forms files, agreements filing system;
  • Preparation of invoices for all departments;
  • Preparation of reports for water/wastewater system;
  • Preparation, processing and distribution of easements;
  • Purchase office supplies, issue purchase orders, inventory maintenance and control;
  • Preparation of tax certificates;
  • Submission of grants-in-lieu to Provincial and Federal Government;
  • Preparation and distribution of tax penalty, tax sale advertisements to local newspapers;
  • Preparation and submission of Tax Arrears List; registering/discharging caveats;
  • Other duties as assigned.

The ideal applicant will have:

  • High School Diploma with considerable progressive responsible administrative experience. A related diploma or certificate in office administration is preferred.  Equivalencies will be considered;
  • Excellent computer skills in the Microsoft Office Suite of applications including Outlook, Word and Excel;
  • Knowledge of the Municipal Government Act and regulations would be an asset;
  • Familiarity with Bellamy software is desirable;
